Delhi Building Collapse: Seven Dead, 12 Rescued as Rescue Operations Continue in Satya Niketan

A major rescue operation continued in southwest Delhi’s Satya Niketan on Monday after a five-storey building housing a paying guest accommodation collapsed, leaving at least seven people dead and several others injured. Authorities said 12 people had been rescued from the debris as multiple agencies worked through the night and into the second day to search the remains of the structure and determine whether anyone else could still be trapped.

The collapse has triggered a wider debate over the safety of private paying guest accommodations and student housing in areas surrounding Delhi University’s South Campus. The incident has also prompted administrative action, including the ordering of a magisterial inquiry and the suspension of several senior officials of the Municipal Corporation of Delhi’s South Zone.

According to the latest information available on Monday, one additional person was rescued from the debris while another person was found dead during the continuing operation. The death toll subsequently rose to seven. Police said rescue teams remained engaged at the site while efforts continued to establish the full circumstances surrounding the collapse.

The building, located in Satya Niketan, was reportedly being used as a boys’ hostel and housed a paying guest accommodation known as Hostel Daze. Locals said the structure, consisting of a basement and five floors above it, was around five decades old. The condition and use of the building are now expected to form an important part of the investigation.

Multiple Agencies Involved in Rescue Operation

The rescue effort has involved several government and emergency agencies, including the Delhi Police, Delhi Fire Service, National Disaster Response Force and Delhi Disaster Management Authority. Teams have been carefully removing debris in an attempt to locate and rescue anyone who may remain trapped.

The operation has been complicated by the unstable remains of the collapsed structure. Rescue personnel have been working cautiously to prevent further movement of debris while using equipment and coordinated search techniques to examine different sections of the site.

Officials have not ruled out the possibility of further developments as the search continues. Authorities have also been working to identify those who were inside the premises at the time of the incident and to establish the exact number of occupants.

Building Owner Apprehended in Rajasthan

Police have taken action against the owner of the building. The owner, identified in reports as Hariram Gupta, was apprehended in Bhiwadi, Rajasthan, and further examination by investigators is underway.

An FIR has been registered against the building owner and others under Sections 105, 290 and 125(a) of the Bharatiya Nyaya Sanhita. The investigation is expected to examine whether any violations of building safety requirements, structural norms or other regulations contributed to the collapse.

Authorities have not yet established a final cause for the incident. Any responsibility will have to be determined through the investigation and subsequent legal proceedings.

Delhi Government Orders Magisterial Probe

Delhi Chief Minister Rekha Gupta visited Satya Niketan to review the rescue operation and meet officials involved in the emergency response. She had also visited the location after the collapse and later met injured people at AIIMS.

The Delhi government has ordered a magisterial inquiry into the incident. The Chief Minister’s office said the decision followed an on-site review and a preliminary assessment of the situation.

The government has also indicated that strict action would be taken against those found responsible. Officials said the administration was in contact with families of injured students and was providing necessary assistance.

The magisterial inquiry is expected to examine several aspects of the incident, including the condition of the building, permissions and approvals, possible structural alterations, the use of the premises as accommodation and the role of agencies responsible for enforcing civic and building regulations.

MCD Officials Suspended

In a significant administrative development, several key officials of the MCD’s South Zone were suspended following the collapse.

Those placed under suspension include Deputy Commissioner Rakesh Kumar, Senior Engineer Ranvir Singh, Executive Engineer (Building) Lalit Kumar Goel and Assistant Engineer (Building) Sunil Chauhan.

The suspension order was issued by MCD Commissioner Sanjeev Khirwar on Monday. The action comes amid questions about civic oversight and the enforcement of safety regulations in the area.

The move also follows other incidents in the South Zone, including a building collapse in Saidulajab in May and a fire at a building in Hauz Rani in June. These incidents have added to concerns regarding the monitoring of older and potentially unsafe structures across parts of south Delhi.

MCD Issues Demolition Order for Another Building

The civic body has also begun action against another structure in Satya Niketan. The MCD issued an order on September 6 directing the owner or occupier of property number 13 to demolish the building within three days after it was found to be in a “ruinous and dangerous condition.”

The notice was issued under Section 348 read with Section 491 of the Delhi Municipal Corporation Act, 1957. The MCD warned that if the owner or occupier failed to comply, the corporation could undertake the demolition itself and recover the cost as arrears of tax.

The MCD clarified that the building which collapsed was property number 14. The action against the neighbouring structure reflects the heightened scrutiny being applied to buildings in the locality following the tragedy.

Student Housing Concerns Come Into Focus

The Satya Niketan incident has also brought renewed attention to the shortage of affordable and regulated accommodation for students studying around Delhi University’s South Campus.

Several colleges in the area have limited hostel capacity. Among the institutions around the South Campus, only a small number provide hostel facilities, leaving many students dependent on private paying guest accommodation.

The neighbourhood has increasingly witnessed the conversion of residential properties and small apartments into PG facilities. Concerns have been raised over whether all such properties meet applicable civic, structural and safety requirements.

Following the collapse, civic authorities reportedly removed PG signboards from parts of the neighbourhood as part of an enforcement exercise. The development has raised questions about how private accommodation facilities are registered, inspected and monitored, particularly in areas with large student populations.

Political Parties Demand Accountability

The tragedy has also led to political criticism of the Delhi government and civic administration.

Trinamool Congress Rajya Sabha MP Sagarika Ghose criticised the BJP-led governments at the Centre and in Delhi, alleging failures in everyday governance and raising broader concerns about public safety in the capital.

The Congress also attacked the government over the incident and demanded accountability for those responsible. Party leaders called for greater availability of affordable student accommodation, regulation of rents for hostels and PG facilities and financial compensation for families who lost relatives.

AAP Delhi president Saurabh Bharadwaj separately criticised the response to the incident and questioned the political demands being raised over the collapse. Meanwhile, members of the Akhil Bharatiya Vidyarthi Parishad held a protest outside the MCD headquarters, demanding accountability and action against civic authorities. Police said several protesters were detained after an altercation during the demonstration.

Delhi High Court to Hear PIL

The matter has also reached the Delhi High Court. The court agreed on Monday to hear a fresh public interest litigation related to the Satya Niketan building collapse.

The legal proceedings could bring additional scrutiny to the safety of buildings being used as student accommodation and the responsibilities of civic authorities in preventing such incidents.

As rescue teams continue their work, the immediate priority remains locating anyone who may still be trapped and providing medical assistance to survivors. At the same time, the magisterial inquiry and police investigation are expected to determine whether the collapse resulted from structural weakness, inadequate maintenance, unauthorised construction or other factors.

The Satya Niketan tragedy has once again highlighted the risks faced by students and young workers who depend on private accommodation in Delhi’s crowded neighbourhoods. For families sending their children to the capital for higher education, the incident has intensified concerns about whether the buildings used as hostels and PGs are safe, properly inspected and legally compliant.

With the death toll at seven and 12 people rescued, authorities are continuing the search while investigations proceed. The coming days are expected to bring greater clarity on the condition of the building before the collapse, the regulatory history of the property and whether warnings or violations had previously been recorded. For now, the focus remains on rescue, treatment of the injured, support for affected families and establishing accountability through the ongoing investigations.
