Delhi Court Frames Rape, Murder and Robbery Charges Against Former Domestic Help in IRS Officer’s Daughter Case

A Delhi court has formally framed charges of rape, murder and robbery against Rahul Kumar Meena, a former domestic help accused in the death of the 22-year-old daughter of a senior Indian Revenue Service (IRS) officer at her residence in South Delhi earlier this year.

The charges were framed by Special Judge Ankit Singla of the Saket Court on Monday, following the completion of the investigation and filing of a detailed chargesheet by Delhi Police. Meena has denied the allegations and opted to face trial. The prosecution evidence in the case is scheduled to begin on September 7.

The case relates to the death of the young woman at her residence in Kailash Hills on April 22. According to the prosecution's case, the accused had previously worked as a domestic help for the victim's family and was familiar with the household's routine and access arrangements.

The allegations made by the prosecution are yet to be established in court, and the accused will have the opportunity to challenge the evidence presented against him during the trial.

Former Domestic Help Allegedly Entered House Using Hidden Key

According to the police investigation, Meena had worked for the family for nearly a year before his employment was terminated in February. Investigators have alleged that he was familiar with the family's daily schedule and knew about a spare key kept at the premises.

The prosecution claims that on April 22, after the victim's parents left the house, Meena allegedly used the key to gain entry into the residence in Kailash Hills.

The victim, described as an engineering graduate and a UPSC Civil Services aspirant, was reportedly alone at the house at the time.

Police have alleged that an altercation subsequently took place and that Meena sexually assaulted the woman before allegedly strangling her using a mobile phone charging cable. Investigators have also alleged that she suffered head injuries, reportedly caused by a heavy object.

The exact circumstances surrounding the incident will be examined during the trial, where the prosecution will be required to establish its allegations through admissible evidence.

Victim Found Unconscious After Parents Returned

The woman's parents reportedly returned home after going to a gym and found their daughter in a critical condition.

She was immediately taken to a hospital for medical treatment. Despite efforts to save her, doctors declared her dead.

The incident triggered a police investigation and a search for the former domestic worker, who investigators suspected of being involved based on the circumstances at the residence and the information gathered during the initial inquiry.

Delhi Police launched a manhunt and arrested Meena from a hotel in Dwarka on the same day.

During his initial appearance before a magistrate, police reportedly alleged that Meena had made a statement suggesting that he had committed the crime for money. However, any statements attributed to an accused during the investigation must be considered within the framework of the applicable legal process and will be assessed alongside other evidence.

Police Investigated CCTV Footage From More Than 100 Cameras

A significant part of the investigation involved tracing the alleged movements of the accused before and after the incident.

According to the police, investigators examined footage from more than 100 CCTV cameras to reconstruct Meena's alleged route of arrival and escape.

Police have also sought gait-pattern analysis in an effort to compare the manner of walking visible in CCTV footage with the accused's movements. Such analysis is being considered alongside other investigative material rather than as an isolated basis for determining guilt.

Investigators have also examined the crime scene through specialist forensic teams.

Teams from the Central Forensic Science Laboratory (CFSL) in Lodhi Colony and the Forensic Science Laboratory (FSL) at Madhuban Chowk, Rohini, were involved in examining evidence connected with the case.

The investigation reportedly included DNA profiling, fingerprint examination, crime-scene reconstruction and behavioural analysis.

Police have claimed that these forensic and investigative exercises helped them build the case against the accused.

Stolen Property Allegedly Recovered

The prosecution has alleged that the accused left the residence after taking cash, jewellery and mobile phones.

Police have claimed that the stolen property was subsequently recovered at Meena's instance.

Different figures regarding the cash allegedly taken from the residence have emerged during the investigation. Police have alleged that the accused took several lakh rupees, while another part of the investigation referred to approximately Rs 2 lakh in cash being stolen from an almirah.

Investigators have also alleged that Meena changed into clothes belonging to the victim's brother before leaving the house.

The police are expected to rely on the recovery of property, forensic findings, CCTV footage and other evidence while presenting their case before the court.

Alleged Financial Distress Examined as Possible Motive

Investigators have also examined the accused's financial circumstances as part of their efforts to establish a possible motive.

According to the police, Meena had been facing financial difficulties and was allegedly under pressure because of debts linked to online betting activities.

Police have also alleged that he had been dismissed from his employment following concerns over financial misconduct.

Investigators are examining whether financial distress was the primary motivation behind the alleged incident or whether other factors were involved.

A possible personal grievance has also reportedly been considered during the investigation. At the same time, police have explored the possibility that the incident may initially have been intended as a theft and subsequently escalated.

Determining the motive, however, will ultimately depend on the evidence placed before the court.

Alleged Separate Sexual Assault Case in Rajasthan

The chargesheet also reportedly refers to an alleged separate sexual assault case involving Meena in Rajasthan's Alwar district shortly before the Kailash Hills incident.

The reference forms part of the prosecution's broader investigation into the accused's background. However, allegations in a separate case cannot by themselves establish guilt in the Delhi matter. Each allegation has to be dealt with according to the applicable legal process.

The court will therefore assess the evidence specifically connected with the Kailash Hills case as the trial progresses.

Case Committed to Sessions Court

The FIR in the matter was registered at Amar Colony Police Station under provisions of the Bharatiya Nyaya Sanhita (BNS) dealing with rape, murder and robbery.

Delhi Police filed a 973-page chargesheet before the court in July after completing its investigation. The magistrate took cognizance of the chargesheet and committed the matter to the Sessions Court on July 18.

The chargesheet was filed before the Saket Court on July 16.

Following the framing of charges, the matter has now moved into the evidence stage. The prosecution is expected to begin presenting witnesses and documentary and forensic material from September 7.

Trial to Determine Allegations

The framing of charges means that the court has found sufficient grounds at this stage to proceed with a trial on the specified offences. It does not amount to a finding of guilt.

Meena has denied the allegations and will have the opportunity to contest the prosecution's case, question witnesses and challenge the evidence presented against him.

The prosecution, meanwhile, will be required to establish the charges through evidence presented during the trial. This could include testimony from witnesses, forensic reports, CCTV footage, call and digital records, recovery-related evidence and other material gathered during the investigation.

The case has attracted considerable attention because of the age and background of the victim and the alleged involvement of a person who had previously worked inside the family home.

The coming proceedings are expected to focus on the circumstances in which the accused allegedly entered the Kailash Hills residence, the events that followed, the forensic evidence recovered from the scene, the alleged movement of the accused after leaving the house and the recovery of property.

With prosecution evidence scheduled to begin on September 7, the court will now examine the evidence in detail before determining whether the allegations against Rahul Kumar Meena are proved beyond reasonable doubt. Until the conclusion of the judicial process, the accused remains entitled to the presumption of innocence.
