    Karnataka DGP Suspended After Video Triggers Official Probe

    The Karnataka government has placed senior Indian Police Service officer K. Ramachandra Rao, Director General of Police (Civil Rights Enforcement), under suspension following the circulation of a video that raised serious questions about his conduct in office. The decision was taken late on Monday, citing concerns that the alleged behaviour was inconsistent with the standards expected of a senior government official and had caused embarrassment to the administration.

    According to the suspension order, the government found prima facie grounds to believe that the officer’s conduct violated the All India Services (Conduct) Rules, 1968. The action has been taken under the provisions of the All India Services (Discipline and Appeal) Rules, 1969, pending a detailed inquiry into the matter. Officials said the suspension was a preventive step to ensure a fair and independent examination of the allegations.

    The order also places restrictions on Mr. Rao’s movement during the period of suspension. He has been directed not to leave headquarters without prior permission from the competent authority. As per service rules, he will be entitled to a subsistence allowance during this period.

    The controversy emerged after a video began circulating on social media platforms on Monday, allegedly showing the officer engaging in inappropriate conduct inside his office. The visuals, reportedly recorded while he was in uniform, led to widespread discussion and concern within official circles. In addition to the video, audio clips purportedly featuring conversations between the officer and a woman also surfaced, adding to the gravity of the situation.

    This is not the first time the senior officer has faced scrutiny. In the past, his name had surfaced during investigations linked to a gold smuggling case involving a close family member. While no final conclusions were drawn against him in that matter, the earlier controversy had already placed his conduct under public and administrative observation. The latest episode has renewed focus on accountability at senior levels of the police force.

    Karnataka Home Minister G. Parameshwara said the government acted without delay given the seriousness of the allegations. Speaking to reporters in Bengaluru, he stated that suspension was necessary as an immediate measure and that a formal inquiry has now been ordered to examine all aspects of the incident.

    “We have taken prompt action by placing the officer under suspension. An inquiry will follow, and based on its findings, the government will decide the next course of action,” the Minister said. He added that no one, irrespective of rank or seniority, would be shielded if the inquiry establishes misconduct.

    The Home Minister also indicated that the government has kept all options open regarding further disciplinary steps. “Depending on the outcome of the inquiry, stricter action, including dismissal from service, can also be considered,” he said, underlining that the administration would not hesitate to proceed as per the law.

    Addressing reports that the suspended officer had sought an audience with him, Mr. Parameshwara said he deliberately avoided any meeting. “In such situations, one must exercise caution. I felt it appropriate not to interact until the facts are clearly established,” he explained.

    Responding to questions about political reactions, including demands from opposition leaders for stronger action, the Minister said the government would be guided solely by the inquiry process. He clarified that, at present, the authorities are relying on what is prima facie available and that more clarity would emerge once the probe progresses.

    “I do not have detailed information about the complainant or the full background beyond what has come to light so far. The inquiry will help us understand all dimensions of the case,” he said.

    The Minister acknowledged that the incident had reflected poorly on the police department and the administration as a whole. “Such incidents cause discomfort and are deeply disturbing. They affect not just one department but the credibility of public institutions in general,” he said, adding that both Chief Minister Siddaramaiah and he were troubled by the developments.

    Senior officials said the inquiry would focus on verifying the authenticity of the video and audio materials, examining the circumstances under which they were recorded, and assessing whether the conduct shown amounts to a breach of service rules. The process is expected to follow established disciplinary procedures, ensuring that due process is maintained.

    The episode has once again brought attention to the issue of conduct and accountability among top-ranking officials. Observers note that the government’s swift action signals an attempt to reinforce institutional standards and reassure the public that allegations of misconduct will be addressed seriously, regardless of an officer’s position.

    As the inquiry unfolds, further decisions will depend on its findings. For now, the suspension marks a significant step in a case that has drawn widespread attention across the State and raised important questions about professional ethics in public service.
