Delhi Minister Slap Row: Man Filming Road Inspection Named in Earlier Assault Case, Police Records Show

NEW DELHI: The man who was allegedly slapped by Delhi Public Works Department Minister Parvesh Verma while filming a road inspection was previously named as an accused in a case involving the alleged assault of a municipal worker, according to police records cited in the latest report.

The incident involving Verma and 22-year-old Sahib Singh took place during the minister’s inspection of road construction work in Delhi. Singh was recording the ongoing work on his mobile phone when a confrontation occurred. A video of the incident showed Verma hitting Singh, triggering a political dispute between the Bharatiya Janata Party (BJP) and the Aam Aadmi Party (AAP).

The latest details concerning Singh’s earlier case have emerged amid the continuing political exchange over the incident.

Earlier Assault Case Involving Municipal Worker

According to the report, Singh was named in an FIR registered at Delhi’s Tilak Nagar police station following a complaint by a municipal worker identified as Dhan Bahadur.

The complaint related to an altercation that allegedly began during garbage collection. Bahadur told NDTV that he was assisting a garbage-collection vehicle along with its driver, Mukesh, when a woman allegedly threw waste from the second floor of a building directly into the collection vehicle.

Bahadur said he objected to the manner in which the garbage was being disposed of and asked that it instead be brought down and handed over to the civic workers.

The situation allegedly escalated after two men arrived on a motorcycle. According to the complaint, an argument followed over the garbage-collection vehicle and the space available for the motorcycle to pass.

The complaint stated that the municipal worker was subsequently pulled out of the collection vehicle and allegedly assaulted by several men. Singh and another person identified as “Monu” were among those named in the handwritten complaint.

Bahadur said he suffered injuries during the incident and was taken to Deen Dayal Upadhyay Hospital, where a medico-legal examination was conducted.

Following the complaint, police registered an FIR under provisions of the Bharatiya Nyaya Sanhita (BNS), according to the report.

Worker Alleges Pressure To Settle Case

Speaking to NDTV, Bahadur alleged that Singh and local AAP MLA Jarnail Singh later asked him to withdraw the complaint and settle the matter.

Bahadur also alleged that Singh had been accompanied by a man named Karan, who he said claimed to be the nephew of the local MLA. These claims are based on Bahadur’s account and have not, from the material provided, been independently established.

The earlier case has now drawn attention because of Singh’s appearance in the recent confrontation involving Verma.

What Happened During Verma’s Road Inspection

The latest controversy began when Verma was inspecting road work in Delhi. Singh was seen recording the inspection on his mobile phone.

He said the road had not been constructed for about 15 years and that the purpose of his visit was to review development work.

Verma also claimed that he had personally contacted AAP MLA Jarnail Singh three times and invited him to the inspection.

The minister alleged that the MLA subsequently arrived with people whom he described as having criminal histories and that abusive and indecent language was used during the confrontation.

Verma said his objective was to undertake development work and that he would not accept attempts to obstruct it.

BJP And AAP Exchange Allegations

The confrontation has led to competing allegations from the two political sides.

BJP leaders have backed Verma and alleged that AAP workers confronted the minister and made abusive remarks concerning his family. They have argued that the remarks contributed to the escalation of the confrontation.

The AAP, meanwhile, has criticised the minister over the physical confrontation with Singh. The incident has become part of a wider political dispute in Delhi over the conduct of elected representatives and supporters during public inspections and political activities.

The allegations made by the rival parties remain separate from the factual question of the physical confrontation captured on video and the earlier police case involving Singh.
