India, Malaysia Deepen Strategic Partnership with Focus on Trade, Security and Emerging Technologies

India and Malaysia on Sunday took significant steps to strengthen their bilateral relationship, announcing a wide range of initiatives covering trade, defence, semiconductors, digital connectivity and people-to-people ties, following comprehensive talks between Prime Minister Narendra Modi and Malaysian Prime Minister Anwar Ibrahim in Kuala Lumpur.

The high-level engagements marked an important phase in the India–Malaysia Comprehensive Strategic Partnership, which was elevated to its current status in 2024. Both leaders underlined their commitment to expanding cooperation in traditional and emerging sectors, reflecting shared economic priorities and regional security concerns in the Indo-Pacific.

Ceremonial Welcome and Delegation-Level Talks

Prime Minister Modi was accorded a formal ceremonial welcome at Perdana Putra, the Malaysian Prime Minister’s office complex, ahead of delegation-level talks. The reception, including a Guard of Honour, highlighted the importance Kuala Lumpur attached to the visit.

During the talks, the two leaders reviewed progress across multiple areas of cooperation and discussed future pathways for collaboration. Addressing a joint press statement later, Prime Minister Modi described India and Malaysia as sharing a “special relationship” built on historical connections, democratic values and close people-to-people ties.

Malaysian Prime Minister Anwar Ibrahim termed the meeting “vital and strategic,” noting that bilateral relations have steadily deepened since diplomatic ties were established in 1957 and have gained renewed momentum in recent years.

Agreements Across Key Sectors

A major outcome of the visit was the exchange of 11 documents and understandings aimed at expanding cooperation across a broad spectrum. These included agreements on audio-visual co-production, disaster management, health and medicine, vocational education and training, and combating corruption.

Both sides also formalised cooperation in semiconductor development, an area of growing strategic importance. Malaysia is a major global player in semiconductor manufacturing, while India has been actively promoting domestic chip production and supply chain resilience.

Additional agreements covered social security cooperation, security coordination between national security councils, collaboration in UN peacekeeping, and the report of the 10th Malaysia–India CEO Forum, which outlined recommendations to enhance private-sector engagement.

Trade, Investment and Economic Integration

Trade and economic cooperation featured prominently in the discussions. Prime Minister Modi thanked Malaysia for its support in the ongoing review of the ASEAN–India Trade in Goods Agreement (AITIGA), stressing the need to conclude the process at the earliest.

Both leaders reaffirmed the importance of AITIGA as well as the Malaysia–India Comprehensive Economic Cooperation Agreement (MICECA) in boosting bilateral trade and investment flows. They agreed that simplifying trade procedures and addressing market access issues would be essential for achieving higher trade volumes.

The two sides also announced cooperation on cross-border digital payments between India’s NPCI International Payments Ltd and Malaysia’s PAYNET, a move expected to facilitate smoother transactions for businesses and tourists.

Focus on Semiconductors and Emerging Technologies

Semiconductors emerged as a central pillar of the renewed partnership. The leaders highlighted the need for closer collaboration in chip manufacturing, research and workforce development, given the sector’s role in powering artificial intelligence, digital services and advanced manufacturing.

Prime Minister Modi noted that alongside semiconductors, both countries would deepen cooperation in digital technologies, health innovation and food security. Malaysian officials emphasised their country’s experience in the semiconductor value chain and expressed interest in partnering with India’s expanding electronics ecosystem.

Defence, Security and Counter-Terrorism Cooperation

Security cooperation was another key focus area. In a joint statement, India and Malaysia strongly condemned terrorism in all its forms and reiterated their commitment to zero tolerance against violent extremism.

The leaders agreed to strengthen cooperation in counter-terrorism, intelligence sharing, maritime security and capacity building. They also committed to working together to prevent the misuse of emerging technologies for unlawful activities and to counter the financing of terrorism.

Recognising the links between terrorism and transnational organised crime, both sides agreed to enhance information sharing and best-practice exchanges, including cooperation in multilateral forums such as the United Nations and the Financial Action Task Force.

Indo-Pacific and ASEAN Centrality

Regional and global issues also featured in the talks, with both leaders exchanging views on developments in the Indo-Pacific. Prime Minister Modi reaffirmed India’s commitment to ASEAN centrality, describing the Indo-Pacific as a major engine of global growth.

He emphasised India’s intention to work closely with ASEAN partners, including Malaysia, to promote peace, stability and sustainable development in the region. Prime Minister Anwar echoed these views, highlighting the importance of inclusive regional frameworks and balanced engagement.

Cultural and People-to-People Links

Cultural ties and people-to-people connections were highlighted as enduring strengths of the relationship. Prime Minister Modi referred to the shared cultural heritage between the two nations, particularly the deep-rooted presence of Tamil language and culture in Malaysia.

As part of efforts to strengthen cultural exchanges, both sides announced the establishment of a Thiruvalluvar Centre at Universiti Malaya and the institution of Thiruvalluvar Scholarships for Malaysian nationals. An agreement on audio-visual co-production is expected to encourage collaboration in film and media, further strengthening cultural engagement.

Prime Minister Modi also met leaders of the Indian-origin community in Malaysia, including ministers and parliamentarians, acknowledging their contributions to Malaysia’s development and their role in strengthening bilateral ties.

Outreach Beyond Diplomacy

During his visit, Prime Minister Modi interacted with Malaysian business leaders and CEOs, underlining India’s interest in attracting investment and fostering private-sector partnerships. Discussions focused on opportunities in manufacturing, digital services, renewable energy and infrastructure.

In a symbolic moment, Prime Minister Modi also met an Indian National Army veteran residing in Malaysia, paying tribute to the legacy of the freedom movement and the historical links between the two countries.

Looking Ahead

The visit concluded with both sides expressing confidence that the agreements and initiatives announced would translate into tangible outcomes. Prime Minister Anwar outlined a broad agenda for future collaboration, spanning trade, digital economy, education, healthcare, tourism, defence and culture.

As Prime Minister Modi departed for New Delhi later in the day, officials on both sides described the visit as a milestone in India–Malaysia relations, setting the stage for deeper strategic alignment and expanded cooperation in an increasingly interconnected and complex regional environment.

With shared economic ambitions, converging security interests and strong cultural bonds, India and Malaysia appear poised to take their partnership to a higher level in the coming years.
