India’s Essar Group is set to invest $18 billion in the United States, including $15 billion for a major steel manufacturing facility in Iowa, in one of the conglomerate’s biggest overseas investment plans. US President Donald Trump announced the proposed project at an event in the Oval Office attended by members of the Ruia family, which owns the Essar Group.

The Iowa facility is being developed by Essar’s US subsidiary, Mesabi Metallics, and is projected to begin production in 2030. Once fully built, the plant is expected to produce around 10 million tonnes of steel annually. According to the White House information cited in the report, the complete steel production process is expected to take place within the United States.

The announcement places Essar’s planned investment among significant new industrial commitments in the US steel sector and comes as the Trump administration continues to emphasise domestic manufacturing and steel production.

$15 Billion Steel Plant Planned in Iowa

Mesabi Metallics will develop the proposed steel plant in Iowa as part of an integrated steel supply chain. The company is expected to source iron ore from its operations in Minnesota, linking its mining resources with the planned US manufacturing facility.

Trump described the project as the largest steel plant in American history during his remarks at the Oval Office event. He said the facility would also rank among the largest plants in the world.

The project is scheduled to begin production in 2030 and is expected to reach an annual steel production capacity of 10 million tonnes after it is fully developed. The proposed facility is intended to manufacture steel entirely within the United States, according to the White House statement cited by the report.

The announcement represents a major expansion of Essar’s presence in the US industrial sector and could connect the group’s existing iron ore resources in Minnesota with large-scale steel manufacturing in Iowa.

Trump Links Investment to US Steel Tariffs

Speaking about the announcement, Trump attributed the renewed interest in US steel manufacturing to the 50 per cent tariffs on steel imports imposed by his administration last year.

He said companies were choosing to establish manufacturing facilities in the US to avoid paying tariffs on imported steel. Trump also described the American steel industry as “roaring back to life”.

His comments placed the Essar investment within the broader US administration policy of encouraging domestic industrial production and reducing reliance on imported steel.

The Iowa project is therefore being presented by the Trump administration as an example of investment in American manufacturing. The project’s eventual output is expected to serve several sectors that depend heavily on steel, including infrastructure, transportation, energy and manufacturing.

Rewant Ruia Welcomes US Manufacturing Focus

Mesabi Metallics Chairman Rewant Ruia welcomed the Trump administration’s emphasis on domestic manufacturing.

Ruia thanked Trump for highlighting the importance of manufacturing and building products in the United States. The Essar Group, which was founded in India by brothers Shashi Ruia and Ravi Ruia, has operations spanning several industrial sectors.

Mesabi Metallics CEO Joe Broking also described the announcement as a significant development for US-made steel. He said the proposed factory would supply steel for sectors including national defence, automobiles, trucks, shipbuilding, household appliances, energy and infrastructure.

The range of industries identified by the company highlights the strategic importance of steel to the US economy. Steel is widely used across manufacturing and infrastructure, making large-scale domestic production relevant to sectors ranging from construction and transportation to defence-related manufacturing.

Investment Announcement Comes During Iowa Political Activity

The announcement also comes at a politically significant time in Iowa, where Republicans are preparing for competitive midterm races.

Trump indicated that he planned to campaign in the state in the coming weeks. Several Iowa Republican politicians were present during the announcement, including Representative Ashley Hinson, who is running for the US Senate, and Representative Mariannette Miller-Meeks, who is seeking re-election.

Iowa Governor Kim Reynolds and Senator Joni Ernst also attended the event. Neither Reynolds nor Ernst is seeking a new term, according to the report.

Trump said he expected to hold a rally in Iowa alongside Republican politicians in the state. The presence of political figures at the announcement underlined the broader significance attached to the investment as the state approaches the US midterm elections.

    Essar Group’s Global Industrial Footprint

The Essar Group was established in India in 1969 by brothers Shashi Ruia and Ravi Ruia. The conglomerate has interests across sectors including energy, mining, technology and retail.

In India, the group’s assets include a large single-location steel facility at Hazira in Gujarat and a major refinery at Vadinar. Essar has also expanded its industrial operations beyond India.

The group acquired the Stanlow refinery in the United Kingdom and has plans for a low-carbon steel plant in Saudi Arabia. Its US subsidiary, Mesabi Metallics, is headquartered in Nashwauk, Minnesota.

Mesabi Metallics has been operating since 2007, when it acquired Minnesota Steel. The company controls more than 1.4 billion tonnes of iron ore resources, giving Essar an existing raw-material base in the United States that can support its plans for an integrated steel supply chain.

The planned Iowa facility would therefore build on an industrial presence that Essar has already developed in the US through its Minnesota operations.

Project Expected to Strengthen US Steel Production

Once operational, the Iowa plant is expected to produce 10 million tonnes of steel every year. The proposed scale makes it a major component of Essar’s US expansion strategy.

The company’s plan to combine Minnesota-based iron ore resources with steel manufacturing in Iowa is intended to create an integrated production chain within the United States. This would allow the group to maintain a direct connection between raw-material resources and finished steel production.

The project is also expected to supply steel to industries that rely on large volumes of domestically produced material. Mesabi Metallics has highlighted national defence, automobiles, trucks, shipbuilding, household appliances, energy and infrastructure among the sectors that could depend on its production.

The $18 billion overall US investment, including the proposed $15 billion Iowa steel plant, marks a substantial commitment by the Indian conglomerate to the American market. With production targeted for 2030, the project will now move toward development and construction before its planned commissioning.

The announcement also highlights the growing role of Indian industrial groups in overseas manufacturing investments and comes as the US administration continues to promote domestic production and investment in strategic industrial sectors.
