Delhi PWD to Conduct Structural Safety Audit of 44 Major Flyovers Across the Capital

New Delhi: In a significant move aimed at strengthening urban infrastructure safety, the Public Works Department (PWD) of Delhi has announced a comprehensive structural audit of 44 major flyovers across the national capital. The decision comes as part of a preventive maintenance strategy to assess the long-term durability and safety of ageing flyover structures that have been under continuous heavy traffic pressure for years.

According to official sources, the flyovers identified for inspection include key traffic corridors across areas such as Shahdara, Mayur Vihar, Kalkaji, and Rao Tula Ram Marg, among others. Many of these structures have been in use for over 15 years and are considered vital links in Delhi’s daily transportation network, handling thousands of vehicles every hour.

The PWD has approved a dedicated budget of approximately ₹11 crore for the structural audit exercise. The department will appoint a specialised consultancy agency to carry out the inspection in a phased manner. The consultant will be responsible for conducting detailed technical evaluations, including field inspections and geotechnical assessments of each identified flyover.

Officials stated that the objective of the audit is to ensure public safety by identifying any structural weaknesses at an early stage. Given the constant exposure of flyovers to heavy vehicular load, environmental stress, and seasonal variations such as rain and extreme heat, periodic assessments are considered essential to maintain infrastructure integrity.

The planned inspection will include a detailed examination of critical structural components such as foundations, pillars, beams, joints, and slabs. Engineers will specifically look for signs of cracks, corrosion, material fatigue, and other forms of deterioration that may develop over time. Based on these findings, each flyover will be categorized according to its safety status.

The categories are expected to include structures that are safe for continued use without intervention, those requiring immediate repair or reinforcement, and those that may need partial or complete reconstruction. Authorities have clarified that the final decision on corrective action will be taken after the submission of detailed technical reports by the appointed consultant.

PWD officials have highlighted that while routine maintenance of flyovers is carried out periodically, comprehensive structural audits at larger intervals are necessary to ensure deeper evaluation of long-term wear and tear. The department believes that such systematic inspections can significantly reduce the risk of unexpected structural failures and enhance public safety.

The initiative also follows earlier assessments and repair decisions taken by the department for select infrastructure projects, including repair work on key flyovers and inspection processes initiated for major bridges. The current exercise expands the scope of evaluation to a wider network of ageing structures across the city.

Urban infrastructure experts have long emphasized the importance of regular structural audits in metropolitan cities like Delhi, where traffic density and environmental stress are considerably high. Continuous load from heavy vehicles, combined with pollution and weather fluctuations, can gradually weaken reinforced concrete structures if not monitored effectively.

The consultant appointed by the PWD will also be tasked with preparing detailed project reports (DPRs) suggesting corrective measures for each flyover. These recommendations may include strengthening of structural components, surface repairs, expansion joint replacement, corrosion treatment, and in extreme cases, reconstruction planning.

Authorities have indicated that the inspection process will be carried out in phases to minimize disruption to traffic movement. Coordination with traffic police and local administrative bodies will be essential to ensure that the evaluation work does not significantly impact daily commuters.

The decision has been welcomed by infrastructure and safety observers, who view it as a proactive step towards preventing potential structural risks in the future. They have pointed out that preventive audits are far more effective and cost-efficient compared to emergency repairs following structural failures.

At the same time, officials have acknowledged that implementing recommendations arising from the audit may require substantial future investment. However, they maintain that such expenditure is justified considering the long-term benefits in terms of public safety and infrastructure reliability.

The structural audit is also expected to generate updated data on the condition of Delhi’s major flyovers, which can be used for long-term urban planning and maintenance scheduling. This data-driven approach is increasingly being adopted in modern infrastructure management systems across major cities worldwide.

PWD has reiterated its commitment to ensuring that all transport infrastructure in the capital remains safe and functional for the public. The department has also urged citizens to cooperate during inspection-related activities, especially in areas where temporary traffic diversions may be required.

As Delhi continues to expand and traffic volumes rise, the need for resilient and well-maintained infrastructure becomes increasingly critical. The upcoming structural audit of 44 flyovers is seen as an important step in strengthening the city’s transport backbone and preventing future structural risks through timely intervention and scientific evaluation.
