India–Malaysia Deepen Strategic Partnership, Emphasise Trade, Technology and Zero Tolerance on Terrorism

India and Malaysia on Sunday agreed to significantly broaden their bilateral partnership, placing renewed emphasis on trade, investment, defence cooperation, advanced manufacturing and emerging technologies such as semiconductors. The outcomes followed detailed discussions between Prime Minister Narendra Modi and Malaysian Prime Minister Anwar Ibrahim during Mr. Modi’s official visit to Kuala Lumpur, a visit that both sides described as a strategic reset in a rapidly changing regional and global environment.

At a joint media interaction, Prime Minister Modi underlined India’s consistent position on security challenges, stating that there can be “no compromise and no double standards” when it comes to terrorism. Both leaders stressed that peace, stability and respect for international norms are essential for sustained growth in the Indo-Pacific region, where India and Malaysia see themselves as natural partners.

Expansion of Economic and Strategic Cooperation

During the visit, the two countries signed 11 agreements and cooperation documents spanning a wide range of sectors. These included frameworks for closer collaboration in defence, energy, digital technology, advanced manufacturing and, notably, the semiconductor ecosystem, an area of growing strategic importance amid global supply chain realignments.

Officials from both sides indicated that cooperation in semiconductors would cover skill development, research collaboration and potential investments, positioning India and Malaysia as complementary partners rather than competitors in the global technology value chain.

India and Malaysia agreed to intensify efforts to diversify bilateral trade and attract greater cross-border investments, especially in infrastructure, renewable energy, digital platforms, healthcare and food security. Push for Local Currency Trade Settlement

A key highlight of the talks was the shared appreciation for efforts to promote the use of local currencies—the Indian Rupee and the Malaysian Ringgit—for bilateral trade settlement. Both leaders described this as a practical step towards reducing transaction costs, managing currency risks and strengthening financial resilience.

Prime Minister Modi said such mechanisms would make trade more efficient for businesses, particularly small and medium enterprises. Prime Minister Ibrahim termed the initiative “remarkable,” noting that it reflects mutual trust and a forward-looking approach to economic cooperation.

Defence, Maritime Security and Counter-Terrorism

Security cooperation was another major pillar of the discussions. The two leaders agreed to strengthen defence ties through expanded joint exercises, capacity-building initiatives and greater engagement between their armed forces. Maritime security, given both countries’ strategic locations along key sea lanes, received particular attention.

On counter-terrorism, the leaders issued a strong and unequivocal condemnation of terrorism in all its forms, including cross-border terrorism. They agreed on a policy of zero tolerance and committed to enhancing cooperation in intelligence sharing, counter-radicalisation efforts and measures to curb the financing of extremist activities.

Both countries also agreed to work together to prevent the misuse of new and emerging technologies for unlawful purposes, recognising the evolving nature of security threats in the digital age. They reaffirmed their intention to coordinate closely in multilateral platforms, including the United Nations and the Financial Action Task Force (FATF).

Indo-Pacific and ASEAN Centrality

Prime Minister Modi highlighted India’s vision for the Indo-Pacific as a region of shared prosperity, development and stability. He reiterated India’s strong support for the central role of the Association of Southeast Asian Nations (ASEAN) in regional affairs, a view echoed by the Malaysian leadership.

Both sides agreed that the Indo-Pacific is emerging as a major engine of global growth and that cooperation between India and ASEAN countries is critical to maintaining an open and inclusive regional order. In this context, the leaders agreed that the review of the ASEAN–India Trade in Goods Agreement should be completed at the earliest to reflect contemporary economic realities.

Malaysia expressed support for India’s deeper engagement with ASEAN and welcomed initiatives aimed at improving connectivity, supply chains and people-to-people exchanges across the region.

Support for Global Institutional Reforms

On global issues, the two Prime Ministers shared the view that international institutions must evolve to address present-day challenges more effectively. They agreed to work together to strengthen multilateralism and make global governance structures more representative.

Malaysia reiterated its support for India’s bid for permanent membership of a reformed United Nations Security Council. Indian officials described this support as a reflection of the growing trust and strategic alignment between the two countries.

The leaders also discussed mutual support for international candidatures and agreed to coordinate positions on key global issues, including sustainable development, climate action and global economic stability.

Strengthening People-to-People and Institutional Links

During his visit, Prime Minister Modi announced India’s decision to establish a new Indian Consulate General in Malaysia, a move aimed at improving consular services and strengthening engagement with the Indian diaspora.

Mr. Modi also met several Malaysian political leaders of Indian origin, acknowledging their role in fostering closer ties between the two nations. He praised their contribution to Malaysia’s public life and their efforts in promoting stronger India–Malaysia relations.
