Bihar Teen Assault Video Sparks Outrage, Three Minors Arrested as Police Launch Wider Probe

A disturbing video showing a teenage girl allegedly being sexually harassed while her male friend is assaulted by a group of people in Bihar’s Jamui district has triggered widespread outrage, with police arresting three minors and launching a wider investigation to identify others allegedly involved.

The incident took place on September 19, when the two teenagers, both Class 10 students, were reportedly stopped by a group of people while they were in the area after attending their coaching classes. Footage of the incident, which later circulated widely on social media, shows the teenagers surrounded by several people as they repeatedly appear to plead with the group to let them go.

The video has prompted renewed concerns about the safety of women and girls in Bihar and raised questions about the circumstances that allowed the incident to occur.

Teenagers stopped while taking photographs

According to police, the two students attended the same coaching institute and had gone to the area to take photographs after their classes on Saturday evening.

The incident reportedly occurred at around 7 pm. The teenagers did not initially approach the police or file a complaint.

The case came to the attention of law enforcement after footage of the incident began circulating widely online on Monday.

Jamui police said investigators were able to trace the teenagers with the help of the registration number of a vehicle visible in the video. Police subsequently contacted the two students and recorded their statements.

A case was registered following a written complaint from the girl.

The footage has become a key part of the investigation, although authorities are also examining witness accounts and other available evidence to establish the sequence of events and identify everyone involved.

Three minors arrested

Police have arrested three minors in connection with the incident. Investigators have also identified the involvement of two other people and are continuing efforts to locate the remaining suspects.

Senior police officer KS Anupam said the investigation was being conducted to establish the role of each person involved in the incident.

The case has been registered under the Protection of Children from Sexual Offences Act, commonly known as POCSO, which provides special legal protection to children against sexual offences.

Police have also invoked provisions of the criminal law relating to assault or criminal force against a woman with the intention of outraging her modesty, assault or criminal force with an intention to disrobe, and acts allegedly carried out with common intention.

As the investigation continues, authorities are examining the circumstances surrounding the assault and the conduct of the individuals seen in the video.

Police act against circulation of video

The circulation of the footage has become another concern for investigators.

Police have initiated action against 32 social media accounts accused of sharing material in which the two teenagers could be identified.

Authorities have urged people not to circulate the video or any material that could reveal the identity of the girl. Protecting the privacy of a minor involved in a sexual offence is particularly important, and further dissemination of identifiable footage can cause additional harm to the victim and her family.

The police investigation is therefore focused not only on identifying and arresting the remaining suspects but also on preventing the continued circulation of the footage.

Political reactions intensify debate

The incident has triggered reactions from political leaders across Bihar, with the case becoming part of a broader debate over women's safety and law and order in the state.

Bihar minister Shravan Kumar said that incidents of crime could occur despite government efforts and maintained that those responsible would face action. His comments, however, attracted criticism from sections of the public and political opponents, particularly his reference to incidents occurring sporadically.

Umesh Kushwaha of the ruling Janata Dal (United) also faced criticism after describing such cases as isolated incidents and comparing the situation with the record of the previous RJD government.

Kushwaha later said his comments had been distorted and misrepresented and reiterated that action should be taken against those responsible.

Another Bihar minister and Jamui legislator, Shreyasi Singh, described the incident as a matter of serious concern. She said the case had brought shame to society and called for the remaining suspects to be arrested quickly and for strict legal action against those found responsible.

Singh also pointed to the progress being made by women in Bihar while acknowledging continuing concerns regarding their safety.

Opposition questions government response

Opposition leaders have used the incident to question the Bihar government's handling of women's safety.

Congress leader Rahul Gandhi described the footage as deeply disturbing and argued that the incident reflected a wider social problem involving attempts by men to control the movement and choices of women and girls.

Bihar opposition leader Tejashwi Yadav also reacted strongly, saying the incident was deeply shameful and questioning whether the state government was doing enough to ensure the safety of women and girls.

Leaders of the governing coalition have rejected broader criticism of the state's law-and-order record and maintained that the individuals responsible for the assault would face legal action.

The political exchanges have added to public attention surrounding the case, although the immediate focus of investigators remains the identification and prosecution of those allegedly involved.

Women's commissions seek reports

The National Commission for Women has also taken note of the incident and called for all individuals involved to be identified and arrested.

The commission has sought a report from Bihar Police and urged authorities to ensure an impartial investigation.

It has also stressed the need to prevent further circulation of the video in order to protect the identity and privacy of the girl.

The Bihar State Women's Commission has similarly sought information from district authorities regarding the action being taken in the case.

The intervention by women's rights bodies comes as the incident has generated significant discussion on social media, with users demanding accountability and questioning how a group of people could allegedly stop and harass two school students.

Some commentators have described the incident as an example of so-called moral policing, referring to attempts by individuals or groups to impose their own views about how women and girls should behave or whom they should associate with.
