Maharashtra Cabinet Clears Metro Corridor Linking Mumbai and Navi Mumbai Airports

The Maharashtra government has approved a major Metro rail project aimed at directly connecting Mumbai’s Chhatrapati Shivaji Maharaj International Airport with the upcoming Navi Mumbai International Airport, marking a significant step toward strengthening regional transport infrastructure in the Mumbai Metropolitan Region (MMR).

The decision was taken on Tuesday by the Cabinet Infrastructure Committee, which cleared the 35-kilometre Metro Line project at an estimated cost of ₹22,862 crore. The corridor is designed to provide faster and more reliable connectivity between the two airports, reducing travel time and easing pressure on existing road networks.

According to officials, the proposed Metro line will comprise 20 stations, of which six will be underground and 14 elevated. The underground stretch, measuring about 9.25 km, will run from Mumbai Airport Terminal 2 to Ghatkopar East. The remaining 24.63 km will be elevated, extending from the Ghatkopar area towards Navi Mumbai Airport Terminal 2.

Land acquisition for the project will cover approximately 30.7 hectares and is expected to cost around ₹388 crore. The State government has indicated that land procurement and statutory clearances will be prioritised to avoid delays during the execution phase.

Chief Minister Devendra Fadnavis, who chaired the infrastructure committee meeting, directed all concerned departments to complete land acquisition and approval processes within six months. He also set a timeline of three years for construction, to commence after the necessary clearances are in place.

Senior officials said the project is expected to significantly improve airport-to-airport connectivity, benefiting passengers, airline staff, cargo operators, and daily commuters. At present, road travel between the two airports can take over two hours during peak traffic conditions. The Metro corridor is expected to offer a more predictable and time-efficient alternative.

“The Metro link will play a key role in integrating the transport systems of Mumbai and Navi Mumbai,” an official familiar with the project said. “It will also support the smooth functioning of the Navi Mumbai International Airport once operations begin.”

The project is part of a broader effort by the State government to expand Metro connectivity across the MMR, which includes Mumbai, Thane, Navi Mumbai, and adjoining areas. Several Metro lines are currently under construction or in advanced planning stages, aimed at reducing congestion and promoting public transport usage.

In addition to approving the airport Metro corridor, the Cabinet Infrastructure Committee reviewed progress on other major infrastructure initiatives across the State. The Chief Minister instructed departments to expedite the extension of the Samruddhi Expressway on key routes, including Nagpur–Gondia and Bhandara–Gadchiroli, to ensure improved regional connectivity and economic development.

The committee also cleared the Nashik city ring road project, spanning 66.15 km, at an estimated cost of ₹3,954 crore. The project has been fast-tracked in view of the upcoming Kumbh Mela, which is expected to draw a large number of pilgrims to the city. Officials said the ring road would help manage traffic flow and reduce congestion during major events.

Another major approval included the upgradation of the 85.76-km Navegaon More–Konsari–Mulchera–Hedri–Surjagad highway in Gadchiroli district. The road will be converted into a four-lane cement concrete corridor to support the movement of goods and improve access in mineral-rich areas of the region.

Urban planners and transport experts have welcomed the airport Metro project, noting that seamless connectivity between major transport hubs is essential for a global city like Mumbai. They also stressed the importance of timely execution and coordination among multiple agencies involved in land acquisition, utility shifting, and construction.

However, some experts cautioned that large infrastructure projects often face challenges related to land availability, rehabilitation, and environmental clearances. They emphasized the need for transparent processes and regular public communication to maintain confidence in project timelines.

State officials said monitoring mechanisms will be put in place to track progress and address bottlenecks. Regular reviews are expected to ensure that deadlines are met without compromising safety and quality standards.

With the approval of the Metro corridor linking the two international airports, the Maharashtra government has signalled its intent to strengthen urban mobility and prepare the region for future growth. Once completed, the project is expected to play a crucial role in shaping the next phase of transport development in the Mumbai Metropolitan Region.
