Sachin Pilot Report Paves Way for Amarinder Singh Raja Warring’s Exit as Punjab Congress Chief

Amarinder Singh Raja Warring has resigned as president of the Punjab Pradesh Congress Committee following growing internal differences within the state unit, with a report submitted by party’s Punjab in-charge Sachin Pilot reportedly playing a key role in the leadership’s decision to approve a change. The Congress is expected to name Warring’s successor within the next 24 to 48 hours, according to senior party sources cited by NDTV.

Pilot, who was appointed Congress in-charge for Punjab on September 5, had been tasked with assessing the situation within the state unit and addressing factional disputes. He held separate meetings with leaders in Delhi, travelled across Punjab and sought feedback from different factions as well as leaders who were not aligned with any particular camp. His report to the Congress high command reportedly cleared the way for a change at the top of the state organisation.

Pilot Conducted Meetings With Punjab Leaders

Sachin Pilot took charge of the Punjab Congress organisation at a time when disagreements among senior leaders had become increasingly visible. According to the report, the Congress leadership had specifically asked Pilot to address complaints and discontent within the state unit.

After his appointment on September 5, Pilot held discussions with leaders representing different sections of the party. He also travelled through Punjab to gather feedback from various factions and leaders who were not associated with any particular group.

The assessment reportedly resulted in a report being submitted to the Congress high command in Delhi. According to senior party sources cited by NDTV, the report focused on Warring’s functioning as well as wider factionalism within the Punjab Congress. The report subsequently paved the way for the leadership to approve Warring’s resignation.

Warring has now submitted his resignation, bringing his tenure as state Congress president to an end. The party is expected to announce a replacement shortly, with several names being discussed within the organisation.

    Three Names in Consideration

Former Punjab minister Vijay Inder Singla, Jalandhar Cantonment MLA Pargat Singh and Gurdaspur MP Sukhjinder Singh Randhawa have emerged as names being considered for the post, according to the report.

Singla has been identified in the report as a prominent contender. He is a Hindu from the Aggarwal-Bania community and represents urban voters, particularly in parts of the Malwa region.

Pargat Singh, a former Indian hockey captain and Jat Sikh, is an MLA from Jalandhar Cantonment. Sukhjinder Singh Randhawa, also a Jat Sikh, represents the Gurdaspur area in the Majha region.

The report indicates that social and regional considerations could be among the factors involved in determining Warring’s successor. The Congress has not yet formally announced the next Punjab Pradesh Congress Committee president.

    Factional Differences Within Punjab Congress

Warring’s departure comes after months of differences involving several senior Punjab Congress leaders. Leaders opposed to Warring, including former Chief Minister Charanjit Singh Channi and Sukhjinder Singh Randhawa, had reportedly been seeking a change in the state leadership for some time.

The differences were not confined to private party discussions and had become visible publicly on several occasions. The leadership had been aware of the disagreements and, according to party sources cited in the report, concluded that the internal conflict was affecting the organisation ahead of the next Assembly election.

The Congress had attempted to manage the competing factions through organisational arrangements earlier this year. On July 1, the party announced that Warring would continue as state Congress president, while Charanjit Singh Channi was given responsibility for the campaign committee and Vijay Inder Singla was placed in charge of the election management committee.

That arrangement, however, reportedly failed to satisfy Channi or Punjab Congress Legislature Party leader Partap Singh Bajwa. The continued disagreements eventually led the central leadership to reconsider the state unit’s leadership structure.

    Changes in Congress Leadership

The latest change also follows a reshuffle among the Congress leadership responsible for Punjab. Bhupesh Baghel, who had been handling the Punjab charge since February 2025, was moved to Assam in the September 5 reshuffle, while Sachin Pilot was appointed as the new Punjab in-charge.

Pilot subsequently began consultations with leaders across the state, with the objective of understanding the sources of disagreement and finding a way to address the internal problems. His report has now become a key development in the process that led to Warring’s resignation.

The leadership change is taking place months before Punjab is scheduled to go to the polls. Assembly elections in the state are due in early 2027, making the Congress’s organisational decisions particularly significant for its preparation for the election.

Warring’s Tenure as Punjab Congress Chief

Amarinder Singh Raja Warring took charge of the Punjab Pradesh Congress Committee in April 2022, after the Congress lost power in the state to the Aam Aadmi Party. His tenure has included efforts to rebuild the party organisation and manage competing interests among its senior leaders.

The Congress’s leadership in Punjab has undergone considerable changes in recent years. Before Warring became state unit president, the party faced internal disagreements that contributed to the political turmoil surrounding the previous state government.

Charanjit Singh Channi, a Dalit leader, became Chief Minister following an internal rebellion against Captain Amarinder Singh ahead of the 2022 Assembly election. The Congress subsequently lost the election, while Warring was appointed to lead the state party organisation.

The latest resignation once again places the Punjab Congress in the process of reorganising its leadership as it prepares for the 2027 Assembly election.

    Race for New State President

The Congress leadership now faces the task of selecting a new state president who can work with the different factions within the Punjab unit. Vijay Inder Singla, Pargat Singh and Sukhjinder Singh Randhawa are among the names mentioned in connection with the post.

The political and regional backgrounds of the potential contenders could also be relevant to the eventual decision. Singla represents an urban constituency in the Malwa region, while Pargat Singh and Randhawa are Jat Sikh leaders associated with different geographical areas of Punjab.

The report also notes that the Congress may be considering community equations while choosing Warring’s successor. However, the party has not publicly confirmed that this will be the determining factor in its decision.

For now, the immediate development is Warring’s resignation and the expected appointment of a new Punjab Congress president. The change follows an extended period of internal disagreement and comes after Sachin Pilot’s consultations with party leaders across Punjab.

With the 2027 Assembly election approaching, the Congress will now have to reorganise its state leadership and address the factional differences that have dominated the party’s Punjab unit in recent months. The choice of Warring’s successor and the response of the different groups within the party are likely to shape the Congress’s organisational preparations in the state in the months ahead.
