Subsequently, the local development authority completed the mutation process in 2014, officially recording the transfer of ownership.

Around the same period, authorities approved a residential building plan for the premises under a self-certification scheme.

Investigators are now examining whether the building continued to operate in accordance with those approved plans or whether additional modifications were undertaken without obtaining fresh permissions.
