    Winter Session of Parliament to Focus on Reform Bills; Opposition Set to Raise Concerns Over SIR

    The Winter Session of Parliament, beginning December 1, is expected to see the government advance a series of key reform measures, including a proposal to allow private participation in the civil nuclear sector. The three-week session, scheduled to conclude on December 19, will comprise 15 sittings.

    The agenda includes ten draft legislations, notably The Atomic Energy Bill, 2025, which aims to regulate and oversee the use of atomic energy in India. Also listed is the Higher Education Commission of India Bill, intended to establish a new regulatory body to support universities and higher educational institutions in achieving greater autonomy and improved accreditation standards.

    The session follows the ruling NDA’s strong performance in the Bihar Assembly elections, which is expected to translate into a renewed push for policy reforms after limited legislative progress during the Monsoon Session.

    Parliamentary Affairs Minister Kiren Rijiju has convened a meeting of floor leaders to ensure smooth coordination across parties during the proceedings.

    Opposition to Question SIR and Air Quality Issues

    The Opposition is preparing to raise the issue of the Special Intensive Revision (SIR) of electoral rolls underway across 12 States and Union Territories. Concerns over air quality in the national capital are also expected to feature prominently in the discussions.

    Key Bills on the Government’s Agenda

    In addition to the Atomic Energy Bill and the Higher Education Commission Bill, the government is set to introduce several other significant proposals:

    • National Highways (Amendment) Bill — aims to streamline and expedite land acquisition for national highway projects.

    • Corporate Laws (Amendment) Bill, 2025 — seeks revisions to the Companies Act, 2013, and the Limited Liability Partnership Act, 2008, to enhance ease of doing business.

    • Securities Markets Code Bill, 2025 — proposes to merge provisions from existing securities-related laws into a unified regulatory code.

    • Amendments to the Arbitration and Conciliation Act — under consideration following recommendations from a committee reviewing recent judicial observations.

    Two bills pending from the previous session and the first supplementary budget of the financial year are also slated for discussion.

    The government recently withdrew its plan to introduce a bill allowing the President to issue regulations directly for the Union Territory of Chandigarh, following widespread opposition.

    The Winter Session will continue until December 19.
