New Law to Tackle Labour Shortage During Peak Farm Seasons: Shivraj Singh Chouhan

Union Agriculture Minister Shivraj Singh Chouhan said on Tuesday (December 23, 2025) that the recently enacted Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) Act will address the chronic labour shortage faced by farmers during peak sowing and harvesting periods.

The new law, passed by Parliament last week, replaces the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Speaking virtually on the occasion of Farmer’s Day, Mr. Chouhan said the legislation strikes a balance between the interests of farmers and rural labourers.

According to the Minister, farmers often struggle to find workers during crucial agricultural seasons. Under the VB-G RAM G Act, this issue will be resolved by ensuring labour availability when it is most needed, while still safeguarding workers’ livelihoods.

Key features of the new law include:

    • 125 days of employment per year for labourers, up from 100 days under MGNREGA

    • Exclusion of two peak farming months from non-agricultural work, encouraging labourers to participate in farm activities during that period

    • A focus on self-reliance of farmers and income growth for both farmers and labourers

Mr. Chouhan stressed that details of the scheme should be widely shared with farmers through Krishi Vigyan Kendras across the country.

Senior officials, including Minister of State for Agriculture Bhagirath Choudhary, Agriculture Secretary Devesh Chaturvedi, and ICAR Director General M.L. Jat, were present at the event.

The new law has sparked political debate, with the government calling it a reform and opposition parties criticising it as a dilution of the rural job guarantee.
